When I set up a teams meeting, where do change the settings to say organiser only to start the meeting and ensure there is a lobby? Regarding your requirement, I think you can set it in Meeting Options. To do that, please open the meeting you have created and then click Meeting options.
In Meeting options page, you can set Who can bypass the lobby? After that, if the participants join the meeting before you join, they will wait in the lobby until you join the meeting and admit.
